The only thing the offset controls is the space between the cut marks. The cut stays the same no matter what the offset. We usually leave our offset set at 6. I think that is the default. It just leave a small amount of room in case the sheet moves a little, so you won't see part of the mark...
Not sure about your mouse. But to set no run around you need to change the setting with no documents open. Any prefereces set without a document open with be retained for all new documents. You just need to double click the box icon in your tool bar or I think you can change it in preferences.
