Bad idea setting up a new DHCP server without bringing over your current configuration and database. The new DHCP will try to handout IP addresses that workstations already have. It's not pretty.

We use Outlook 2003 with our Exchange 5.5 servers. If you are talking about Cached Mode, it works fine with Exchange 5.5. There are a couple of very important patches you need on your servers if you use OL 2003.

You can give other users the right to use Terminal Server in Admin Mode, they don't have to be Administrators. Go into the "Terminal Services Configuration" MMC. Right mouse click on RDP-TCP and choose Properties. Click on the Permissions Tab. Add whoever you want and give them User Access...
Why don't you have that user Terminal Server to this server, to check the backups? Set it up in Admin Mode, and configure it so that the user can Terminal Server in.

Generally Citrix and satellite connections don't mix. I haven't heard of many who have made it work. Check out this document from Citrix, it might help.

How many servers/workstations? Shavilk has a free version of their HFNetChk, that can be used with 10 clients? I think their software is the best, and it really doesn't cost that much. We have it running on 250+ servers.
