I have disabled all other ways to open an explorer window. The only way that an explorer window can currently be opened on the machine is by double clicking the Programs menu, and I want to disable this method of opening Explorer.

That will remove the programs that are in the Programs menu, but I want to remove or hide the Programs menu itself, so when you look under the Start menu there is no programs menu listed. Is there a way to do that?
