Yup. They have no policy that would reject our mail (it does eventually go through).
I would guess it is a DNS issue of some kind, but I can't find any problems with how it is resolving. (And DNS would normally fail and set the messages to "retry").

I can telnet and send email just fine to this domain.
The messages DO NOT get queued to send at a later time. That would change the status to "Retry". The status of the messages stays as "queued" forever.
I have an issues where mail is delayed when being sent to just one domain. There are no errors, no undeliverables and the DNS resolves just fine. I have even hard coded the MX records into DNS just to be sure, it doesn't help.

It is no more difficult than that.
Your DB will dismount as it moves so there will be a small dispruption.
You'll probably want to do it right after a full backup, just to extra safe as you are moving a large amount of data and you just never know.
Are these execulatble on a seperate server than the databases?

You shouldn't have to defrag very often. 2003 defrags itself (but does not shrink the DB size) nightly.

Unfortunatly I kind of agree with your manager. Devlopers often actually need to install and uninstall a lot of different tools/addins and add their own code to the registry.
It's possible for them to work as less than full administrators, but probably pretty damn annoying for them to do so.
What sort of backup are you using? If your backup software is using a snapshot of somekind it may stop/slow the Exchange DB for a short while to complete the snapshot.
Normally this should be transparent but if you have a very large DB it could take long enough to cause the broken connection...
It depends on if your users are going through the 2003 box for web access. In most companies they would connect through a dedicated firewall and you would have to do the logging there.
