So those 3 DID's.. do people sit at those phones and if they don't get answered then forward to the 800# ?
Call Forward No Answer to the 800# may work for you also ?
I'm betting that the VM box for that user was created under extensions 4140 / 5140 and never for the DID 1046 which was maybe added after the fact (why it's on button 2)
So when they went into the VM system and added that 1046 as a recognized # for his VM box it started grabbing those incoming...
