We also had problems with group policies not working in our organisation.
Sysvol was corrupted on the server, needed to be reinstalled/replaced, also DNS settings have to be changed on each workstation to get GP to work.
It is a User policy, applied to an organisational unit containing the users shop1, shop2 etc.
We dont want to apply policies to these computers as we need full access ourselves.
