Do you have split tunneling enabled? Without it, the user cannot print to a networked printer in Network 2 while in the tunnel to Network 1. Basically when he is tunneled into Network 1, he can only use Network 1 devices, if the VPN is configured to allow that.

We do not have Cisco switches, but have found that the NIC cards on the HP servers must be set to "auto" instead of to a GB in order for them to run at a gig. Then with our switches set to a gig, the servers run at a gig.

Do you have Banner pages turned on for that printer? Since you didn't mention your computer type or OS, just google for "HP Deskjet 3050 Banner page" for a link to the HP documentation on how to turn it on or off.

I assume all of your client computers are configured to get DNS from your DNS server. But, where is the DNS server getting its DNS? Do you have it pointed to some public DNS or to the root dns servers? Look in the properties of DNS on the DNS servers. Look at the forwarder tab.

Can you set the .bat to run as a scheduled task? The schedule can be configured to run under NT Authority as part of the system. That way your users won't need a password.
I don't know if a power user can manually run a scheduled task, however.

Have you check the hosts file on all your computers (C:\WINDOWS\system32\drivers\etc\hosts) to see if there is an entry in it causing problems? I ran into that once.
