i think the problem is with your psu. I've experienced a similar problem once, i did not mind the problem until the computer won't turn on at all.
it usually happens when your computer is doing heavy processing which eats a lot of power, which trips your psu to shutdown because it cannot...
it might be interference from other devices like speakers. try to relocate other devices that are near your tv, it might clear up those wavy lines that you see.

the video card uses memory (in that case,ddr) that is in the card although it could use some of the system memory (sdr) and it will still work fine however there is a bottleneck.
when you turned your pc on, they you see windows boot or just black screen.
maybe you should try re seating the card again, it might not be properly installed.
try if you could borrow memory sticks and try it in your pc.
you should try removing first viruses and worms in your pc, it might be the cause but i doubt it. At least we could eliminate some factors that leads to your "strange crashes

how many watts is your power supply? your problem might be related to your psu.
and what video card are you using? are you using one of those that require a "power dongle" to power up?
for applications like those that you mentioned it is better if ATI's "FireGL" series or Nvidia's "Quaddro" series are used since those cards are made for those kinds of applications.
i think the "PRO" thing you're probably talking about is the "AGP PRO slot" but you won't see those slots nowadays and based from the pc specs that you have given, your slot is not an "AGP PRO slot" but an ordinary agp slot.
