    No, that isn't the issue. We had to remove the exchange attributes from the disabled id, and delete the disabled id. Then we rerand the connection agreement from ADC. That got the mailbox associated with the correct id.

    I know it sounds weird, but check your PDC for licensing errors. We had this problem, and this was the solution. Also, make sure your MS Service packs and security fixes are applied.

    Mailbox Size Policy

    You may want to not set a "prohibit receive" limit. Usually the "prohibit send" is good enough. Management tends to get upset when mail cannot be delivered. Just a thought. This made my life a lot easier, and users have to clean up if they want to send any messages.
