I think you need to changed your IE settings, go to tools / options / advanced and uncheck "Reuse windows for launching shortcuts".

You need to switch to the Folder list view and then expand the Search Folders group. You should then see the "For Follow Up" folder listed. You can then right click on this and chose "Add to Favorite Folders". When you switch back to your mail view it should be listed in Favorite Folders.
