2)Yes we do have firewalls. The file is placed on our web server but it is blocked to disallow hacking.

I got that same error when I transferred all of our GP tables into another server. To Fix the problem go into the SY02000 table and ensure that the first 5 Column names have primary keys set and that the DEX_ROW_ID column name has the identity box checked. This will fix your problem.
Thank you stef315 I am using SQL 7.0 and I figured the problem out. All I had to do was export all of the originally installed SY* tables. Somehow that fixed the problem. Thank you anyways.
