I found the answer - there were multiple BHO's installed that were evidently conflicting with IE - I disabled the ones that are useless and not it is fine.

anyone ever remove a heatsink from an FX5950 card? I want to put a waterblock on it. It seems that after I take off the mount screws and clips that it's still "glued" in place. I was thinking about heating it up with a hair dryer.
The application (comcash) a point of sale software, creates the following folders:

It's called ComCash they send us the most current version 2 months ago, I have a sample here on NT 4.0 and it keeps getting that worm, but I can't seem to patch it.
