Well here's the official Microsoft answer - XADM: Non-Delivery Reports to a Distribution List or to a Public Folder in Exchange 2000 Server Are Not Supported (http://support.microsoft.com/?id=817220). There's got to be a better solution to the problem and I'd appreciate any suggestions anyone has.

We have found a solution to this problem. We were able to restore the file using a server running Windows NT 4.0 SP6a. This makes no sense but I guess this is a good reason for keeping an NT 4.0 server around!
