It doesn't sond like the PSU pulling the computer down so
try starting up on a basic hardware configuration, i.e. disconnect all peripherals including your case fan and all internal drives accept your hard drive so all you have to start up on is the power supply, mother board, cpu...

When you pull the tray out and look in you will see on the left some push in switches. Get a can of compressed air and good blast. This is a known fault on the HP4250.

Go to http://www.microsoft.com/downloads and download the 3.5" flopy XP install disks, you'll need 6 disks.
Open the install program and it will copy the srartup infomation on to the 3.5" disks.
Now try starting up on those.

I had a client with the same problem.
Check that the heatsink on the Radeon 9800 Pro is touching the the chip. If not the AGP card will run fine for about 15 to 20 mins then overload causing the game that you are running to crash. If this is so excange it for another one.

It's most likely to be the power supply. If you have annother one or could borrow one to try it that will soon tell you if it is the PSU or the MB.

There is a few ways to stop this.
1/ Replase the metal shelf with a wooden one.
2/ Spray an antistatic solution on the carpet short term).
3/ Replace the carpet with an antistatic carpet. (the best and long term solution)
That should solve the problem.
