Each ICI key can only have one route. The ICI keys mean the Attendant can see which route an incoming call is on. They can answer the call by pressing the ICI key. It gives the ability to choose which route to answer, if there are multiple calls coming in.

Check your IP route between sites. If I remember correctly the voice channels show idle even when the ethernet cable is disconnected. The D channel stays up too. Try pinging the far end system in LD 117

Have you checked the TARGs/TGARs for the routes involved?

I think the problem is, SIP endpoints need to "see" each other directly. It works fine within the same subnet on a switched-only network. Routing between subnets causes a problem. This is a problem with SIP, not with Nortel hardware.
