As silly as it may sound, I have seen spyware display this exact same problem with my Citrix clients.
Try running Adaware or something similiar on the computer that is having the issues.
After you check the ICA-TCP settings and it still doesn't fix your problem. You can try this fix. I requires adding a key to the registry on the Citrix server.
