    If you are having two different log on and exchange domains make sure all the users have the same user name and passwords on both the domains, we faced this problem before it was solved after modifying with identical usernames and passwords on servers.

    If you specify scrollbars=auto on the frameset, or scrollbars=yes than they will appear if necessary or with yes - will always show.
