Ok it turns out our CSU/DSU was bad.  The WAN connection is back for us, but philly can still not dial our extensions in MN.  I have an IP phone connected to their switch and when I try to dial a MN extension it says number busy with a slow busy signal.

Any guesses as to why Philly is still having issues?

This was working before your CSU/DSU went to hardware heaven, and now suddenly it's not?  With no other changes?  Weird.  Can you ping minny from a PC on the philly network?  How about vice-versa?

Yeah, you can ping both and it WAS working.  I might just have to replace the 412 as well

It's working.  The storm that took out the Paradyne must have jumbled the config as well.  I loaded an old config file at both locations and it came up OK.  I have a lot of button programming to do though.  Seems like everyone wanted to change theirs in the last month and all of that is gone because the old config.
