Selection Formula Tab in Scheduler

I'm having a problem with the scheduler in version 7.0.2.200

Sometimes when I schedule I get 4 tabs

Selection Formula
Notify

Other times the Selection Formula tab is missing. Can anybody shed any light as to why different tabs might be available in different circumstances, particularly as I want to use the Selection Formula in most of my scheduling.
