GSA 4690 Terminal Offline

I am using IBM General Sales Applications Version 1.
We are having trouble with the Terminal Offline feature. When we issue a rebuild of the EALIMAGE.DAT file some of our stores get stuck at 6050 records. This then prevents any item updates to run and obviosuly terminal offline feature stops working. Has any out there had experience of this ?
(NB we are currently sending out a blank EALTMCFR and EALGATLF rebooting the tills to populate EALGATLF and then adding a record to EALDMCTL to cause the rebuild. This has resolved the majority of the stores but some are still getting stuck. It appears as if EALTMCFR has a lock on it. )
