I do not this is the right forum to put in.

I want to convert a IBM4690 file to some kind of text file which can be readable?

Can someone points to right forum or place?

Don't know which forum you need either but what type of IBM4690 file are you looking to convert?  Is it a standard 4690 file, if so which one?

The file name is EALDEPTC, I want it to convert to a text format so that it can be readable?

You might want to look into the Programming guide of General Sales Application, from there you can find information on the file/s you want to extract or reformat. (",)

You can use a package called TV++ posted on 4690world.com. Its very cheap and pretty usefull. You can set up templates to read all types of files. It already comes with a Tlog reader. I am however at teh moment trying to get a set of templates so I do not have to work them out as I am not a programmer. Anyone with this experience should not have a problem. Its cheap simple and quick I would recommend it. They also do a free trial. Hope this helps
