PCL Printer Commands when using SET PRINTER ON

By issuing SET PRINTER ON, you only have access to Windows Fonts and cannot get to the Printers internal Fonts. You cannot send PCL Printer Commands to change Form Length, etc.
By issuing SET DEVICE TO PRINTER with the ??? ' ' command, you can use PCL Commands but cannot get to Windows Fonts.

Have you tried creating a database of the PCL commands you want to use, and then in the report form where you want to use them make a call to the database field for that PCL call ????
