Framed Pagemill site problems linking

Wondering if anyone can / would help me here.

I'm in the process of designing a pagemill 3 site.  The index. html is a three frame frameset. It's links work OK.

The problems I'm running into are when I've tried to create a seperate frameset consisting of two frames.  These pages I want to link to and from the index.html as construction pages in progress.  I for the life of me can not get it to work.

What I am trying to do is from the index.html frameset click on a link "links" which is in an image map, and have a new frameset  "frameset_links.html" open up in the same browser window replacing the index.html window.  This new two frame frameset would have a bottom frame stating that it is under construction.  In the top frame would be a link back to the "index.html frameset.

Is this possible?
