You can have a T1 with 24 chans, however you are only say getting 512 speed. This is a form of chocking down the banwidth, in this case you actual use 8 chan. An other form
of controlling the bandwidth a believe is traffic-shapping

Jeter has one side correct but let me add a few more items. QOS ( quality of service) is where you can filter packets on type.. ie.. you can say HTTP port 80 only gets 40% of the available bandwidth. You can also let it take more if there is not any other higher priority traffic. Each packet is examined and then either passed or buffered until the router can send it out.
A DS1( and others) can throttle data flow if they start getting too many errors, bits set for discard and other reasons.
There multicast where a single data stream is sent to a "group" rather then the entire network like a normal broadcast. PIM works with this type of design.
So you can see that traffic "throttling" or "management" comes in a wide varity of flavors depending on what you are trying to accomplish and what equipment you have.
