ACCPAC PLUS conversion to AAS EE A/R and A/P 5.0 or 5.1 Issue

On a Windows 2000 Professional or Windows 2000 Server, when attempting to lanuch the A/P or A/R conversion utility within ACCPAC AAS EE 5.0 or 5.1 the following ERROR message is received...
Description: Incorrect procedure. ACCPAC Plus A/P Conversion must be performed from the ACCPAC for Windows desktop. You must have access to both the ACCPAC Plus and ACCPAC for Windows A/P programs.

Source:  11:43:43 - ACCPAC Plus A/P Conversion

This issue is only valid for 5.0 and 5.1 on W2K machines.  Windows 98 works just fine.  I have no issues converting A/P or A/R into 4.2 on a W2K machine either.

Additionally, there is no issue with the converion of G/L, I/C, O/E, P/O into 5.0 or 5.1

Has anyone else run into this issue?  Any resolution would be greatly appreciated.
