Help!

I recently bought a toshiba e740 PDA. I have downloaded certain programs to my PDA. These programs are designed to run in internet explorer while the PDA is offline. Unfortunately, when I try to open the programs I get the following error:

msdaerEN.dll could not be found. ERR. cn.Open.

Help.... My Ipaq Pocket Pc is only two months old, and I cannot hold power. I've tried to reset it and sync it, but there is no power unless it is connected to the pc and the ac power.  I've charged it for 24hrs and there is still no power.  When I remove and replace the battery, the power stays on for 2seconds and it shuts itself off.  Is there anything I can do???

It may just be a bad battery . If I was you I would be locating the receipt and take it back to where you got it.  They will either replace the battery, attempt to do maintenace if able(either there or send away) or may replace it(your handheld).  Since you say it is only 2 months old this would be my suggestion.
