Hi ,
I want to create a cgi script for a form which uploads a perl script or a text file from the desk top.

I confused about the browse button on the form.

The browse button is so that you can find the file on your local system to upload.  Yes, this is off topic, not even HTML, but more of a general web/browser thing.
