Java Applet as Oracle Applications R11 Menu Item?

Is it possible to deploy a Java applet as a chooseable menu item in Oracle Applications Release 11? How about 11i? If not, how well would building a simple launchpad form work for invoking the Java applet via a call to open the URL for the Java applet?

I have looked into this and so far it does not appear to be possible to add a Java applet function to Oracle Applications R11 menus. Oracle Applications expects the function to be an Oracle Form. But perhaps I am missing something. Perhaps there is a simple work around for this issue.
