Can not connect to site two on FP Server with two web sites

Can not connect to site two on FP Server with two web sites

Can not connect to site two on FP Server with two web sites

I have a NT 4.0 Server with IIS 4.0, MS Proxy and FP 2000.
Have one nic card with two IPs assigned. Have two web sites with a differant IP address assigned to each. When one types in the IP address or the URL on the web for Site # 1 it works fine. But when one type in the IP for Site # 2 you get Site # 1. So the URL for Site # 2 will not work at all.
 
Site # 1 221.21.21.47 www.powerserviceinc.com
Site # 2 221.21.21.48 www.atlascopcosolutions.com
URLs are assigned currectly with my ISP.

Have tried everything

Using MMC (Microsoft Management Console) goto the properties for www.powerserviceinc.com and do the following...

Clicked Advanced
->Add
-> In the first box type in 221.21.21.47
>- Type http://221.21.21.47
-> Type www.powerserviceinc.com
-> Type http://www.powerserviceinc.com
-> Type powerserviceinc.com

Do the same for the other website, let me know if this works i am not sure
