System stripping off '1' for long distance calls in home area code

It appears that the '1' is being stripped off when dialing long distance within our home area code. Ever since we upgraded some of our trunks to ISDN we are having this problem. We dial 1-763-NNN-NNNN, but get recording that says 'you must dial a 1 when calling this number'. I don't understand what is wrong. Did List Trace Station, and this happens when the outgoing call seizes either a member of trunk 4 (isdn), or a member of trunk 1 (dss). Can anyone help? Thank you.

Try using the following command to see which route pattern is getting used.
list ars route-chosen 1763NNNNNNN
Then display that route pattern to see if any digits are getting deleted.
disp route-pattern N

I show route pattern 8, preference 1. I display route pattern 8 and there are no entries in the 'deleted digits' column. Here is what it looks like:

2: 1 4 1 user

Prefix Mark — Not required for AAR. For ARS, enter a number from 0–4 or blank (default). This specifies whether the prefix digit 1 is outpulsed.
