I want to have a form where a user can choose a source country and then a destination country to get a shipment rate.

I suppose your missing information is that when a user picks something from one combo Box that the results of that narrow down a selection in a second combo box???

Do these things:
Add two combo boxes to your form
1st box has normal Selection information.
2nd box looks at first box as follows:

SELECT DISTINCTROW Orders.OrderID, Orders.EmployeeID FROM Orders WHERE (((Orders.EmployeeID)=[Forms]![Form1]![Combo1]));

1st box has a requry in the after_update event

Private Sub Combo1_AfterUpdate()
End Sub
