Do you have Bridged Call Alerting? set to "y" on the phones? Look on page 2 of the station form:

Typically, we set up bridged-appearances on a One-on-One basis: One Bridged-Appearance on the Secondary station per Call-Appearance on the Primary station. That way the secretary can see which line is busy.

CODE -->

BUTTON ASSIGNMENTS
 1:call-appr                             5:brdg-appr  B:1 E:100-1000
 2:call-appr                             6:brdg-appr  B:2 E:100-1000
 3:call-appr                             7:brdg-appr  B:3 E:100-1000
 4:                                      8:

Perhaps the boss is going off-hook on button 3 when the secretary only sees button 1? I'm just guessing.
