Hello, I'm now studying while loops and lists... At what stage may I start working on Python projects? For example, what is the final topic that I need to know in order to be competent?

There is always something more to learn. Competency is a journey, not a destination.

So start a project now.

Learn what you need along the way.

It's more interesting and motivational to solve your problem than it is to do a tutorial about a generic problem.
