I am trying to forward users extensions to their cell phone without actually have a physical phone on site. Can this be done through a translation table or call route in CUCM ?

You can do it a few ways but i typically do it via the Translation Pattern.

I built a Translation Pattern but when I dial the number the system says "your call can not be completed". Not sure what I have wrong but any help is appreciated.

Generally it would mean your CSS isnt correct. It would need to be whatever you use to dial externally. Also if you use a prefix, make sure thats in there somewhere too. So the TP would look something like this:

Pattern = The extension of the person.
Partition = Whatever partition you put your numbers in for the phones.
CSS = Whatever CSS is used to dial externally
Called Party Transform Mask = The cell number
Prefix Digits = If you use a prefix this goes here.

You can also program a cti route point and fwd all to mobile
