Yes,

-Remote Access Device (RAD)
It hooks up to a digital port and allows for remote access by answering a specific line or being transferred to the RAD via a Feature 9*0 on MICS or Feature 817 on CICS*
It RAD also has a serial port on the RAD so you can connect direct with your laptop.
*CICS based on software version has a built in RAD called IRAD)

-Norstar Remote Utilities
This software allows you to program via a simulated Telset or GUI as well acquire programming to a spread sheet.
The software also allows you to backup the programming.
