Back in 2014, in thread181-1725878, "allendan" raised the issue of filtering not being available when viewing a table.
He ultimately noted the option default of "... 1000 max unique entries" had been applied to that field and so the checkbox list was not built.
Now the following statement relates to Access 2019 and is placed here to provide a further related information for this problem.
I just had a similar problem in one of the numeric columns in a table but as well as no checkboxes, I didn't get the "Number Filters" option either. Other numeric columns were ok.
Sure enough, when I changed the options setting to allow for 20,000 max unique entries, I got a checkbox list but still didn't have the "Number Filters" option.
I checked the definition of that column and it was of "Large Number" type. I changed the type to "Number" and the "Number Filters" option reappeared.
(Footnote: data analysis showed that a "Number" type field was more than large enough for the requirements)
