Given the partial vectors that I included below and taking into account that vector 7 has no return command, is there any scenario where vector 6 will get to step 4?

Vector 6:
1: wait-time 0 secs hearing silence
2: announcement 1900
3: goto vector 7 @step 1 if unconditionally
4: queue-to skill 1st pri h
….

Vector 7:
1: wait-time 0 secs hearing silence
2: set E = E ADD 1
...

No, only if there was a failure of the vector to send the call to vector 7, which would be very unusual.

If vector 7 has nothing to send it back to 6, it won't return to it.
