I spotted the picture on Facebook. If I saw this at a potential jobsite, I'd tell the PoC to get the LEC in to clean up their mess. cook

It's Racine WI so the last mile is likely AT&T. I've done enough cabling work in that area to know that area's group was sloppy as all get out and that there are tons of businesses around there with crap like what is pictured.
