Global resynchronization failed for IP Office. Avaya One-X Portal R11.1.0.1

Struggling here and looking for some help.

IPO Server Edition - R11.1.x
One-X Portal starts, and goes green but DSML-Provider- always fails on Global resynchronization.
Result is no users are added to One-X Portal. Without users in the One-X Portal server, users can not login to the WebClient. https://iposerver:9443/webclient

Not a show stopper, but I have the rest of system setup just the way I like it and it bothers me that I have this one issue that I can't fix.

I have already tried the various suggested fixes, like removing the providers, and re-adding. Changing and verifying the EnhTcpaService service user password. Creating with the actual IP address instead of the localhost address.

Connection the IP Office is verified, it's the Director service that will not sync up.

Anyone have any ideas??
