See alarm when inbound call compared with resources. In Server Edition you can have a pool of SIP channel licenses, but you then need to set how many each system in the SE network can use. In the system's licenses settings, adjust the maximum SIP channels value for that system. Stuck in a never ending cycle of file copying.
