I have a client with a nortel cics reporting low
volume on all extensions.....any ideas?

We are not on site, we did not troubleshoot, we simply do not know what you do.
To add is low volume 1 way or 2 way? if 1 way and on lines will assume the CICS users cannot hear the callers well?

What did you do to troubleshoot?
