Analog DID Trunk and no Dial Tone

We have a fax system that utilizes a Brooktrout TR1034 Fax Board. It is plugged into a server. It has four lines going into it. Two are outgoing standard analog phone lines. Two are incoming Analog DID Trunk lines. The outgoing lines produce a dial tone. The incoming ones do not. Faxing both directions works fine.
We need to replace the server that the TR1034 is plugged in to and also utilize a Virtual Server. The FAX software vendor recommended that we purchase a Dialogic DMG1008 Analog Media Gateway which converts the signal to IP and works with the Dialogic Brooktrout SR140 Fax Software.
The problem is it appears the DMG1008 doesn't like the fact that there is no dial tone on the inbound DID numbers and won't work. We tried to get the phone company to put a dial tone on the lines, but they say it is not possible.
Any thoughts/suggestions that I might be able to move this along?

Is there a way to disable dial tone detection on the DMG1008?
If not, and depending on how well your IT department is stocked, you might consider putting a small Asterisk box in between the DID lines and the DMG1008. If you know how to program an Asterisk dial plan it's an easy and cost-effective solution where the Asterisk can act as a relay between the two. Otherwise, you may need to consider an alternative.

If the DMG1008 doesn't support / have an earth, the circuit will appear dead to it.
