For unknown reasons, I am not able to create new projects or open anything in Garageband. Could anyone suggest a working solution? I tried to reboot the app - but same results.

Can you create new projects if you log in as a different user on the system?

I had a similar experience with Garageband when I was using it on my Mac, and I solved it performing a reset in the app. Go to Settings > GarageBand, then tap Reset GarageBand. This should solve the issue.

As now I have had to shift to windows, I am looking for some solution to run Garageband on my windows desktop. Do you know any working way around it?

If you had a mac, you could have installed windows on it via bootcamp or an emulator (parallels, virtual box) and then you could run garageband without worry. More challenging/risky to go the other way of trying to install and run Mac OSX on windows.
