Nop this is just for the IVR.
There was a Developer's took kit for programming with API's reference.

It was a toolkit for developers who wanted to use the LAN CTE interface. If I remember correctly, it included documentation, examples and API libraries for 32-bit Windows.

Yes this is the toolkit. I purchased it long time ago but lost the files.
I may have it on an old backup but I have to search a lot.
