How can I copy a station with all its configurations, settings, capabilities in HiPath 400 V4 using the Configuration Management window?

Unfortunately there is no easy way to answer that. At least 10 different AMOs are involved depending on what features you use. There was just another thread about this recently but I can't find it.

REG-SBCSU (SCSU for analog)
REG-ZIEL (type - like Fwd, DSS, NAME, etc)
REG-SA (Hunt)
REG-AUN (Pickup)

Each of those for the station in question, or the group it's in.

I have cheated on occasion and saved the station as a template in Assistant, but even that doesn't copy everything.
