Call forwarding off-net problem

Hello everyone,

I'm using Avaya Site Administration 6.0 (old, I know), and I'm new to phone systems. I can set a station to forward all calls off-net, to an after-hours answering service, using a feature access code. That works fine--so far so good.

My problem is that I can't seem to replicate this on another station. This other station has the same COR and COS as the other station (the one that works). This station is also receiving outside calls from 555-5555 (in other words, the incoming call handling treatment table is set up to erase the 7 digits "5555555" and replace them with the 3 digit extension). I think this incoming call handling treatment might be what is preventing it from working? Maybe you just can't do this? Anyway, I can't figure this out. If anyone could offer any advice I would appreciate it. I would be glad to provide any additional details if necessary. Thank you.

Thank you guys. I haven't got a trace yet, but there is nothing in the display public-unknown-numbering tables 0-8. I did notice that if I put in a different outside number to forward to, it works every time. Interestingly, I discovered that when I forward to the problem number, sometimes it works (maybe once every 10 or 15 times). Other times I hear a busy signal, and sometimes nothing at all.
 
Update:

After wasting a colossal amount of time on this problem, neither an Avaya Engineer nor another telcom vendor who made a site visit could make this work.
 
Are you sure the issue is not on the receiving end? Have you tried to call that number from out side of your PBX?
What type of trunks do you use?
Post a trace of the failed, and good calls?
