That's a good question. I'm not sure to be honest. Are you backing them up to the file server currently? There might be some migration tool to take those files and pump them into SMGR but I'm not familiar with one.

The question is if SIP is able to work with theses files or does it need a conversion.
I'm fairly certain they're not compatible. Session Manager uses Personal Profile Manager - so when a SIP phone registers, it then does HTTP GET of various stuff. SM will send the phone it's ringer selection, ringer volume, history, contacts, etc.
You can administer those contacts per user in System Manager and whatever contacts the users administer themselves will use that mechanism. What I'm saying is I've never seen a mechanism or tool that grabs *.backup from the HTTP server and exports a spreadsheet in System Manager formatting to bulk upload.
I'm kind of surprised to be honest. I spent some time looking around and maybe I missed something, but there's nothing around to do what you want. New SMGR has beefy spreadsheet templates you can download and auto-pop all sorts of stuff for bulk used administration, but nothing about their contacts. SMGR has "global contacts" but even those don't have a bulk upload.
It would seem that the only place an admin could add contacts for a user would be within their user page and that there's otherwise no bulk way of doing it.
