An underperforming employee is a big concern. What should be technical evaluation time given for any new applicant? How to deal if the quality of work isn't enough?

do you have a baseline? some minimum? is it documented?
have you discussed the expectations with the applicant? do you have a way to evaluate applicants?
once onboard, do you have an HR policy regarding counseling for performance?

it's not a simple answer and depends a great deal on your company environment.
