We're testing an emergency page procedure here at the office with a short code that "Dial Pages" a hunt group with all employees in it. We're finding that it doesn't come through if users are on DND and if they have the hookswitch adapter for their headset and are in headset mode. We are on embedded VM 9.1.X.

From old forum posts, I found that adding all users to all users DND exception list is the only way to do this. Hopefully something has progressed as this thread was from 2013.

No, you would still need to use DND exceptions

Personally I would seriously reconsider this requirement, is a PBX really the right device for emergency messaging, I would think not there are too any ways it could fail (DND you already know, what about forward unconditional, muting the speaker volume or even simply unplugging the phone).

A dedicated paging amp & speakers would be a more sensible solution for this type of critical application

Do things on the cheap & it will cost you dear

Assume your group has the number 9911.
Create a shortcode like #911/9911/Priority Call
What it does may be not what you want, but think about it.
When #911 is dialled it will ring all members in the group regardless if DND is enabled.
If a member is on a call then the call will be terminated and that member will get connected with the user who dialled #911.
All groupmembers will keep on ringing regardless if the call is answered by another member, all answering extensions will be conferenced together.
It only works on group calls this way and we use it on large plants for emergency calls.
