Before I spend a heap of time on this, is it possible to link two Panasonic NS700 systems over a VPN without using a SIP server?

We have two Panasonic NS700 systems on two sites. The sites are linked via VPN. I have searched for hours trying to find a way to link the two NS700 systems via SIP trunk without having to enter a SIP server name\IP.

No sip server needed. Ip gateway card will link the systems
